As the Ambassador of Pakistan to UAE and former Ambassador of Pakistan in Libya, Jamil Ahmed Khan has been acknowledged by the Government of Pakistan for bringing positive impact to Pakistan. As UN Diplomat, Security Advisor, Chief of Police and Army commissioned Officer, he honed various transferable skills encompassing diplomacy, security analysis, administration, and understanding of emergent strategic operations during peace and conflict situations. On the United Nations front, he remained instrumental in diplomatic engagements, strategic planning, and the conduct of negotiations both with governments as well as insurgents. In this capacity he managed high level relationships with top government authorities of various countries, both at domestic and international levels.

CAREER HISTORY
12th November 2010 - Present

Ambassador of Pakistan to United Arab Emirates
Main Functions:
Promote Pakistan’s national interest on an international and diplomatic forum, while working closely with the appropriate levels of the host government including cabinet members and royal family of the UAE. Active interaction with the diplomatic core of UAE and key international organizations. As an envoy of the government of Pakistan , the diplomatic mission of Pakistan in UAE, under the Ambassador’s leadership, is geared towards enhancing economic and political relationships between Pakistan and UAE which is often manifested by the conduct of negotiations with the host government that could potentially lead to mutually beneficial trade agreements between the two countries. To further interests of Pakistan and bring awareness about the country to the host nation by utilizing all available media and gain the widest possible publicity by way of newspaper, magazine, radio and television. The role also requires a thorough understanding of UAE policies, historical context of relations between UAE and Pakistan, UAE commercial resources, and a comprehensive knowledge of the host country and its surrounding region. The Ambassador’s role also involves cultivating close relationships with appropriate media outlets to issue local press releases that report important news and milestones. In addition, the role includes remaining (electronically) in close touch with headquarters, and reporting directly to the Ministry of Foreign Affairs Pakistan, as well as communicating with the Prime Minister and President of Pakistan through reports, memos, and presentations as well as personal meetings when required. In this capacity, I am required to advise leadership in Pakistan on matters concerning the UAE that includes, but is not limited to, business opportunities with the host country and any events or activities of UAE that affects Pakistan. Evolving strategies for the welfare of the Pakistani community residing in the UAE which comprises, among other functions, routine consular services such as the issuance of passports, and major services such as the provision of protection or evacuation services for citizens of Pakistan residing in the host nation (if need arises).

17th April 2009 - 11th November 2010: Ambassador of Pakistan to Libya, Tripoli Libya
Represented Pakistan on an international and diplomatic forum and furthered the interests of the government of Pakistan in Libya through forums that include the African Union and the Arab league Summits. Served as the eye of government in Libya, a role which required full focus on economic and political diplomacy. The role also required a thorough acquaintance with Libya’s policies, its commercial resources and a comprehensive knowledge of the country and its surrounding region. As well, in this role I initiated projects that enhanced bilateral relations between Pakistan and other countries; while maintaining amicable relations with Libya through the promotion of goodwill between the two countries. In addition, the Ambassador’s role also included reporting directly to the Ministry of Foreign Affairs Pakistan, as well as communicating with the Prime Minister and President of Pakistan through reports, memos, presentations and in person. The role of an Ambassador also required continuously evolving strategies for the welfare of the Pakistani community residing in Libya.

15th September 2008 - 16th April 2009: Ambassador at Large, Government of Pakistan, Islamabad, Pakistan
Played advisory role relating to facilitation in diplomatic security for various government departments; continued as key Resources Official for Ministry of Foreign Affairs for security and safety issues; coordinated with Ministry of Interior, National Security Advisor and other entities including the Prime Minister’s and President's Secretariat. In addition, also developed concept paper and provided technical expertise in the establishment of an umbrella organization to synchronize the functions of related agencies and to facilitate creation of a counter terrorism entity aimed to optimize the output of security related agencies in collaboration with international organizations. I also participated in 63rd general assembly session along with the President of Pakistan.
24 March 2000 - 15th September 2008: Security Advisor, UNO, Botswana, Somalia, Yemen and East Timor
Diplomacy-cum-security remained a key element within the scope of my work in UNO. Development of strategic objectives conducted situation analysis and provided security advice to the top leadership at UNO and other accredited missions; chaired meetings of the local UN forum and served as the principal high-level interface on security issues and events with the host government and other international entities such as diplomatic missions and INGOs. Coordinated periodic reviews of effectiveness and efficiency of the security management systems; provided recommendations on the maintenance and improvement of security capabilities; conceptualized and conducted threat and risk assessments; supervised the implementation of the counter measures mechanism and oversaw adherence to UNO policies and procedures. Additionally, In my role I prepared, maintained and updated country-specific security plans for travel and smooth project implementation; Oversaw improvement of UNO relations with the foreign missions and the host countries; and took measures at the political level by collaborating with the government counterparts and UNO. I was also selected as Chairperson and coordinator of International Security Forum (diplomatic missions included); Acted as UNO interlocutor with the diplomatic missions and international community; As well a major aspect of my function involved the facilitation of UN Security Council members during their visits to respective countries, and regular coordination with the UNO headquarters particularly the DSS.
October 1981 - March 2000: Various Executive Positions held in Pakistan
Monitored the performance of various departments of the province of Sindh; oversaw control of corruption among the Government Servants; engaged in media management; and conducted high level meetings with top hierarchy of the province. Served as a liaison with the Army; Performed duties as the Chief of Police for five different cities: Karachi, Islamabad, Gujranwala, Hyderabad & Thatta in Pakistan with the following responsibilities: command and management of up to 8000 Police personnel; security evaluation and management of high profile places such as the premises of the Prime Minister's House/Secretariat, President's House, National Assembly, embassies and diplomatic missions, as well as High Courts and the Supreme Court of Pakistan. Further, I spearheaded the planning and organization of security details concerning Heads of various states during their visits to the country; served as a close liaison with military provost Marshal and Military entities; ensured expeditious procurement of stores and equipment for the entire force; led implementation of new methods and police research work; initiated humanitarian relief service jointly with NGOs; and engaged in the capacity building and career planning of the police force in respective cities.

Evolved policies and ensured vigilance of all airports of Pakistan, coordinated with International Civil Aviation Organization (ICAO). Conducted daily situation briefings to the Director General.
